Uniform training processes for plumbers
The plumbing trade is one of the oldest recognised trades and is essential to the public in relation to health and sanitation.
It is necessary that plumbing systems be properly designed and installed by competent persons who are thoroughly familiar with all local, provincial and national rules governing installations, as well as skilled in the practical installation of the material that make up the system. To obtain satisfactory training and education to prepare the people entering the industry for their responsibilities, unit standards or modules have been developed and are presented as a guide in establishing identical training procedures that would be applicable to the plumbing industry.
The recruitment, selection, employment, and training of trainees during their apprenticeship shall be without discrimination because of race, religion, national origin, gender, age, handicap, marital status, ancestry, gender orientation, criminal record, or military service. The plumbing industry and their stakeholders need to take positive action to provide equal opportunity in apprenticeship and operate the apprenticeship programme as required according to the Skills Development Act.
The most basic requirement of Occupational Certificate: Plumber Code 64260100 NQF Level 4, which replaces the previous qualifications FET Certificate: Plumbing Code 58782 and NCC Plumbing Code 21853, is employment. Without the job, there is no “on-the-job learning”. This training represents approximately 90% of the programme.
The second basic requirement is related teaching. This teaching comprises theoretical (knowledge modules), technical (practical modules) and workplace experience (on-the-job training).
The third basic requirement is the approval (accreditation) and monitoring of the programme by QCTO (Quality Council for Trades and Occupations), NAMB (National Artisan Moderation Body), CETA (Construction Education and Training Authority), and IOPSA (Institute of Plumbing South Africa). When employers or industry sponsors desire to start or modify an apprenticeship programme, they are provided with technical assistance by the NAMB.
The plumbing industry and the public need to be aware that only one recognised Plumber Certificate exists and only QCTO issues it through accredited Trade Test Centres.
The only training method (system) that is recognised by authorities across the world is the apprenticeship programme. The apprenticeship programme has provided training to several industries using different modules and standards in varies occupations. While registered apprenticeship remains a unique on-the-job training option that benefits trainees and employers alike, it is also traceable and recorded.
South Africa can resolve the jobs challenge that is facing the youth if the plumbing industry and the government can work together to apply the apprenticeship programme for all.
